Julie Martin
Managing Director | Marsh

Julie Martin is  a Managing Director in the Political Risk and Structured Credit Practice of Marsh USA.   Julie’s work in political risk and structured credit includes program structure, exposure analysis, insurance placement, and claims advisory for a variety of industries.  These included large complex mining and infrastructure transactions, multi-country placements, supplier credit and bank financing arrangements, and capital market securitizations. Julie has worked extensively with both public and private political risk underwriters in manuscripting policy wording to address complex risks and exposures.

In addition, Julie leads the Marsh Public Agency Team which specializes in placements with and on behalf of Multilateral Development Banks, Export Credit and Investment Insurance Agencies and Export Import Banks.

 

Marlena Hurley
Managing Director | Overseas Private Investment Corporation

Marlena Hurley is a Managing Director for political risk insurance and reinsurance with the Overseas Private Investment Corporation.  Her portfolio includes investments worldwide across all sectors including energy and infrastructure.  She worked for OPIC Insurance in the mid-1990s and then moved to Russia and Hungary to work in investment firms and funds in the natural resources and financial services industries, returning to OPIC in early 2015.  From 2001 to 2005 she served as Vice President of The U.S.-Russia Investment Fund and, as chief operations officer, chaired the internal investment review committee. From 2003 to 2010, she developed one of Russia’s first consumer credit reporting agencies, first on behalf of The U.S. Russia Investment Fund, then with TransUnion and Italian partner CRIF.

Ms. Hurley holds an MBA in International Business from the George Washington University, an M.A. in Russian Studies from the University of Graz, Austria, and a Certificate in Biofuels Processing from UC San Diego. She has lived and worked in Russia, Indonesia, and Hungary, is a native German speaker and speaks fluent Russian and French.

 

Justin Willmott
Vice President| Sovereign Risk Insurance Limited

Justin Willmott joined the underwriting team at Sovereign in 2014, and is based in Bermuda.

He has spent most of his career within the financial markets, working as an investment analyst, advisor and portfolio manager. His primary specialisation is private equity, although he has also advised and managed capital in the public equity, real estate, debt and commodity asset classes.

Justin joined Sovereign having co-founded a specialist private equity and corporate finance advisory firm, Oceanis Partners Limited. Prior to Oceanis, he co-managed an emerging markets private equity portfolio for the Dubai headquartered Legatum Group, a multi-billion dollar principal investment group funded by one of the world’s most successful emerging market investors. Justin joined Legatum from Morgan Stanley where he advised Gulf based family offices and institutions, transacting across all major asset classes and markets.

Justin completed an MBA in finance at the Said Business School, University of Oxford, where he was awarded the Roland Berger Prize. He graduated from the University of Durham in 1999, earning a BSc. degree in the Natural Sciences. Justin speaks French, as well as basic Arabic and German.

 

Toby Vass
Head of Americas for Political Risk and Credit | Chubb Global Markets

Toby Vass is the Head of Americas for Political Risk and Credit at Chubb Global Markets. Toby joined ACE as a Political Risk Insurance underwriter in London in 2005 and has been based in ACE/Chubb’s London, Singapore and New York offices.  Prior to joining ACE Toby was a political risk insurance broker at Aon in London.
